The Associate Director of Global Facilities Engineering is responsible for planning, estimating, coordinating and executing complex facilities projects across the Aerostructures business unit infrastructure. The position will interpret the needs of the requesting departments and impacted stakeholders, coordinate and oversee the design, permits, construction and commissioning of the project. Projects include: new facility construction, new buildings, building additions and expansions, building conversions and modifications, material handling systems, mechanical, electrical and plumbing upgrades move and installation of manufacturing equipment & systems, decommissioning of manufacturing equipment & systems, and site compression's.

The position will also provide functional governance for Facilities Engineering across the entire Aerostructures business unit to ensure appropriate Facilities standards are maintained and major project milestones are achieved on-time and budget with compliance to all required regulations. The position collaborates with all internal and external stakeholders to ensure needs are understood and met.

Primary Responsibilities

Functional Governance

  • Lead the Footprint planning processes for the business and associated short and long-term capex

  • Identify and execute high impact footprint projects for site expansion, modification and rationalization

  • Perform site selections and negotiate economic incentives for large scale investment projects

  • Manage facility standards and construction standards within the business unit and validate adherence

  • Integrate the high impact Footprint projects into the annual SBU strategic plan

  • Drive the completion of project milestones using internal and external resources

  • Drive alignment with all stakeholders as new opportunities are considered & evolve

  • Coordinate with all stakeholders to ensure passport proposals are both aggressive and achievable

  • Provides input to project leaders for all phases of projects and validates through passport reviews

  • Provide functional governance for all Footprint project passport reviews within the business unit

  • Provide subject matter expert assistance as required for all Facilities work as needed

Project Planning & Design

  • Leads the development of project plans, engineering design and analysis for all complex projects

  • Ensure the plans are compliant to all international, local and company codes, regulations and standards

  • Integrate activities with local site planning and development guidelines

  • Drive Facilities efforts to achieve Lean Manufacturing Concepts using the production preparation process (3P), assembly flow 1 & 2, and other lean manufacturing best practices

  • Drive architectural, geo-technical, civil, structural, mechanical, electrical and plumbing best practices

  • Ensure designs incorporate concepts of construct-ability and sustainability

  • Organize the project work into phases to achieve required deliverable s within approved capital plans

  • Assign project responsibilities and review progress with owners on an established cadence

  • Align reviews with phase gate milestones including: Initiation, Planning, Execution, Performance Monitoring and Closure

Project Cost & Time Management

  • Establish conceptual and detailed cost estimates and schedules

  • Ensure cost estimates are supported by fixed price quotes for work performed by external companies

  • Ensure all external work follows appropriate contractual requirements necessary for the projects

  • Drive value engineering concepts into project plans to deliver the most value for cost incurred

  • Ensure a robust change order management process is followed for all project activities

  • Monitor project cost & schedule performance to ensure project plans are achieved with zero escapes

Construction Management:

  • Ensure safety standards are maintained at all times during the project by all project resources

  • Validate all means and methods are aligned with the project plans as projects progress

  • Ensure inspections and quality assurance are completed on time and validated on a defined cadence

  • Create detailed schedules for all work activities and coordinate with all stakeholders

  • Maintain detailed cost & schedule completion as conflicts are managed and work activities are updated

  • Ensure progress is tracking with project management milestones and escalate if risks are identified

  • Track performance using Schedule of Values (SOV) and Earned Value (EV) project management tools

  • Ensure the change order management process at the detail level is linked to the overall project cost & time management at all times

Commissioning

  • Drive a robust process for Startup, Checkout, Training and Occupancy hand-off to the local team

  • Ensure project closeout obtains: as-built drawings, operation & maintenance manuals, warranties, etc.

  • Establish a project closure punch list and drive completion of all activities prior to final payments.

Experience & Qualifications

Basic Qualifications

  • Ten (10) years Facilities Engineering experience with five (5) years in a management role

  • Demonstrated experience building and maintaining large world-class industrial manufacturing facilities

  • Strong analytical, numerical and reasoning abilities

  • Excellent written and verbal communication skills

  • Results oriented, with a strong bias for action

  • Skilled at building effective teams and able to thrive in a dynamic, fast-paced work environment

  • Demonstrated success in managing large complex products using a phase-gate methodology

  • Strong project management skills with proven capability to consistently achieve project objectives

  • Demonstrated ability to influence diverse cross-functional teams without formal authority

Preferred Qualifications

  • International Facilities Engineering experience

  • Certified in Lean manufacturing or Six-Sigma

  • Familiar with International Building Code, California Building Code, CCR Title 8, American with Disabilities Accessibility Guidelines, FM Global Loss Prevention Data Sheets, USGBC LEED Building Design and Construction

Education & Certifications

  • Bachelor’s Degree in Engineering is required.

  • Bachelor’s Degree in Mechanical or Civil Engineering is preferred.

  • Master's degree in Engineering or licensed Professional Engineer (PE) is preferred.

  • Certified Project Management Professional (PMP) is preferred.
