Pratt & Whitney Military Engines is establishing a new Business Acquisition Center of Excellence (BACE) organization and is seeking an experienced proposal manager to lead various Military Engine (ME) proposal efforts. This Senior Manager will assist the Business Acquisition Manager (BAM) in the development, submittal, negotiation, sweep, and award of large, complex, multi-volume proposals. Working with the BAM, this position will manage development, production, and/or sustainment proposals associated with airlift and tanker programs and will be responsible to ensure the proposals comply with customer requirements and follow company standard work to include adherence to the ME gated review processes and the BACE Operating Instructions. Detailed responsibilities include: --- In collaboration with the BAM, lead proposal teams from pre-RFP requirements definition through award of contract, to include managing BACE support for fact-finding, negotiation, and sweep. --- Prepare proposal plans and schedules and coordinate with the Business Acquisition Team (BAT) and customer. --- Coordinate with BACE Training personnel to ensure proposal teams are trained in the proposal processes and tools. --- With the BAM, manage proposal requirement working groups to ensure proposal requirements are clearly defined. --- Where necessary, assist BAM in converting strategies into key proposal messages for technical, management, past performance, and cost/price proposal volumes. Review proposal to ensure strengths, weaknesses, discriminators, features, and benefits are appropriately addressed. --- With the BAM, lead preparation for proposal kickoff meetings. --- Coordinate estimating methodology to be used in the proposal with the Estimating Manager. --- Approve P&W Basis of Estimates (BOEs) before submittal to Pricing. --- Review and approve technical volume for compliance with RFP, compatibility with BOEs and adherence to BAM---s proposal strategy. --- Where necessary, conduct Pink, Red, Green, and Gold Team Reviews as appropriate. Evaluate color team input and manage the incorporation of changes. --- Organize and direct team to respond to fact finding and technical evaluation activities with the USG and/or airframers. --- Manage RFI response process and approve RFI response release. --- Participate in evaluation of offers. --- Participate in proposal negotiations. --- Lead proposal sweep kickoff meetings and manage sweep process. --- Review and approve BOE completion and evaluation of the sweep results prior to submittal to the customer --- Conduct reviews following completion of the proposal to identify and document process turnbacks and lessons learned. --- Ensure P&W---s proposal status and tracking systems are current and accurate for proposals managed. --- Monitor team---s progress in developing/delivering proposals. Identify and remove obstacles to delivering winning proposals that focus on customer satisfaction.| BA/BS degree in Engineering, Finance, Business or related field MA/MS degree in Engineering, Finance, Business or related field| Required: --- BA/BS degree in Engineering, Finance, Business or related field --- 10 years of proposal / contract experience on U.S. DoD and international military programs. --- 5 years of proposal/contract experience related to commercial engine/sustainment programs --- 5 years experience developing complex proposals within a large, matrixed organization. --- U.S. Citizenship is required due to contractual requirements and access to export control data. Preferred: --- Strong background in the development and negotiation of program requirements and in the development of effective BOEs that are responsive to those requirements --- Project management skills --- Knowledge of FAR contracting requirements --- Familiarity with the military engine programs; familiarity with commercial contracting principles --- Desirable Competencies: Strategic Leadership, Business Judgment, Communication, Teamwork, Listening, Adaptability --- APMP Certification, Shipley training. 1.
