Job Description Pratt & Whitney Military Engines (ME) is establishing a new Business Acquisition Center of Excellence (BACE) organization and is seeking experienced subcontracting specialists to assist in the development of timely, accurate subcontractor proposal cost and price estimates. This individual will work with Military Engines Subject Matter Experts (SMEs) to develop subcontractor Requests for Proposal (RFPs) and will interface with our major subcontractors to secure proposals that meet customer requirements and are delivered on-time. The Subcontracting Proposal Specialist works with Contracts and the Program Offices to develop subcontractor RFPs that accurately depict the work and terms and conditions to be flowed to P&W subcontractors. The Subcontracting Proposal Specialist will work with subcontractors to provide an understanding of the requirements and to facilitate the on-time delivery of subcontractor proposals. The Subcontracting Proposal Specialist also will participate in fact-finding and negotiating subcontractor proposals and will ensure the estimates are complete and accurate. Detailed responsibilities include: • Analyze customer requirements and develop subcontractor RFPs to accurately reflect the desired work scope and includes the appropriate contract flow down and relevant terms and conditions. Efforts will include development, production, and sustainment proposal submissions, Requests for Information (RFIs), and Rough-Order-of-Magnitude estimates (ROMs). • Interface with major subcontractors (including interdivisional subcontractors) to ensure they understand the requirements and can respond with compliant proposals on time. • Review subcontractor proposals for compliance with the RFP, resolve issues, and incorporate subcontractor input into ME’s proposals. • Support the development of the subcontractor proposal submittals, the fact-finding and negotiations process, any required proposal updates, and TINA sweep/Certification of Military Engine proposals. • Ensure subcontractor Basis of Estimates (BOE’s) and other Business Acquisition Process deliverables are completed on time. • Work with the Business Acquisition Teams and subcontractors to establish an estimating approach that minimizes proposal effort while meeting all Government program and compliance requirements. • Monitor subcontractor progress in developing/delivering compliant proposals and identify and remove obstacles to delivering on time. • Review technical volume to ensure consistency with the subcontractor work scope and cost estimates. • Respond to fact finding and technical evaluation activities with customers and P&W subcontractors • Support the Business Acquisition Manager (BAM) by participating in proposal negotiations with subcontractors • Assist the Business Acquisition Team in completing TINA Sweep and Certification on time • Assist the BAM by participating in evaluation of offers • Work with Proposal Manager to ensure P&W’s proposal status and tracking systems are current and accurate.

Bachelor's degreed candidates must have 4+ years of experience in proposal, contracting, and/or subcontracting on U.S. DoD and international military programs

Master's degreed candidates must have 2+ years of experience in proposal, contracting, and/or subcontracting on U.S. DoD and international military programs

• 2+ years’ experience working with subcontractors for proposals within a large, matrixed organization

• U.S. Citizenship is required due to program requirements.

Preferred:

• High energy candidate should have strong analytical skills and the ability to handle multiple assignments, be competent in Microsoft Office tools, especially Excel, and have good communication skills. • Strong background in the development and negotiation of program requirements and in the development of compliant proposals that are responsive to those requirements • Project management skills • Knowledge of Military Engines programs is a plus • Desirable Competencies: Customer Focus, Business Judgement, Analytical Thinking, Communication, Teamwork Required Competencies Customer focus Focus on results Analytical Thinking Adaptability

Education: REQUIRED:

BA/BS degree (in Engineering, Finance, Business or related field prefered)
